Hardship Deferment Application for Assessments

Those persons who qualify under the guidelines established by City Council are encouraged to submit an application to qualify for deferment of an assessment as outlined in Homer City Code (HCC) 17.02.190 (a)

a. A person may obtain a deferment of assessment payments under this section if the person:
1. Has an annual family income that is less than 125 percent of the current U.S. Health and Human Services Poverty Guidelines for Alaska;
2. Is the record owner of the assessed property, and permanently resides in a single-family dwelling on the property; and
3. Is not determined by the City, after notice and hearing, to have been conveyed the property primarily for the purpose of obtaining the deferment.

Applicants will be sent a letter notifying them that their application was approved or denied and if denied the reason for the denial. If the application is approved a Promissory Note and Deed of Trust must be executed as outlined in HCC 17.02.190 (c)

c. A person who receives an assessment payment deferment shall execute a deed of trust on the property subject to assessment, together with a promissory note payable to the City on demand, to secure the eventual payment of the deferred payment. 

Applications for deferment can be submitted as soon as the property owner is advised that there is an assessment on their property.

The application is located below and for your convenience can be completed online on your device, but must be printed and signed in front of a notary. The City Clerk's Office can notarize your document Monday thru Friday, 8am to 5pm.

A paper application is also available at the City Clerk's Office downstairs at City Hall.
